林田力『東急不動産だまし売り裁判と東京外環道』（枕石堂）は東京外郭環状道路（外環道）地中拡幅部の都市計画事業の変更承認の取り消しを求める陳述を収録する。これは2017年3月27日に東京都千代田区の国土交通省合同庁舎２号館で行った。意見陳述は今回で6回目になる。外環道は工夫で何とかなるレベルではない。外環道は負の遺産となる。住民説明会の応酬をもっと表舞台で実施し、世論がどちらの味方に付くか見てみたら良い。政府は外環道を強行することより、自動運転車やドローンなどの成長分野にパラダイムシフトする様な政策を取らなければ日本社会は錆びて崩れ落ちてしまうだろう。
